I can't get the magic wand in Illustrator to work.?

I am familiar with photoshop and want to isolate the black outline of a drawing. When I use the magic wand it selects the entire picture, white background and all. What am I missing! Am completely frustrated. Also, in a different project I want to isolate the background behind a person in a photo. It won't do this either. Again, selects entire picture.I can't get the magic wand in Illustrator to work.?
Illustrator wand,

when you refer to selecting entire picture, this suggest that you've import image from photoshop or other, thus the image has not been un-rasterized from image to vector outlines first or yet, for example if you type text, it on a line, from type menu, select outlines, then each letter becomes outlined,

but for image, it stays image as one until changed to vector outlines

Scan2CAD raster to vector converter,

other possibility is to edit person or background in photoshop, and only copy over each part, also depends what from there, you're try to accomplish, may be other options,
